Helping to plan for one of the UK’s largest housing developments

Adams Hendry worked closely with Fareham Borough Council to provide advice and planning policy support for the preparation and examination of the Welborne Plan.

Welborne is a major strategic development site that will deliver about 6,000 homes and 90,000 sq. metres of employment floorspace over the next 25 years. The site occupies a key location, to the north of the M27 motorway, between the cities of Portsmouth and Southampton. The Welborne Plan has been prepared over the past two years to provide a clear planning framework to deliver Welborne as a new ‘garden community’ for Fareham. The scale of infrastructure required and the need to ensure that the development does not harm the environment, landscape and nearby existing communities has made planning for Welborne a highly complex matter.

One of our team drafted significant parts of the Welborne Plan and has advised the Council on examination issues and helped to draft issue statements on a range of areas, including, market and affordable housing, planning for retail, community services and phasing and deliverability issues. We appeared for the Council as a participant at the Welborne Plan Examination in October 2014.

Following the successful Examination, the Welborne Plan was adopted by the Council in June 2015.
