Adams Hendry has successfully secured a resolution to grant planning permission from Portsmouth City Council's Planning Committee for the redevelopment of land at Tipner on behalf of the Tipner Regeneration Company.

The scheme for 518 dwellings presents a real opportunity to kick-start the regeneration of Tipner, a site that has been beset by a history of failed proposals that date back nearly 40 years.

As well as providing for the remediation of this heavily contaminated site, the proposals will also result in the provision of improved flood defences and a connection to the eastern interceptor sewer. The significant abnormal costs associated with the remediation and enabling works have a detrimental effect on the viability of the scheme.

 

Without some form of public subsidy, the scheme could not deliver affordable housing and remain financially viable. Following extensive negotiations with the City Council, DVS and the HCA, TRC have agreed to make provision for 65 affordable dwellings.

There were a number of significant and highly complex issues that needed to be resolved to ensure the successful regeneration of the site including access, the remediation strategy, impact on the internationally designated Portsmouth Harbour SPA and relationship with other major developments in the area.

Given the sensitivity of the site the proposals were accompanied by an Environmental Statement and required Appropriate Assessment under the Habitat Regulations.
