  A New Harbour Authority for the Exe Estuary

Exeter City Council is the harbour authority for the Exe Estuary with its powers originating in the River Exe Act 1539. Exeter City Council appointed Adams Hendry in 2000 to make recommendations for the establishment of a new harbour authority for the Exe Estuary following the cessation of the use of the harbour by commercial shipping. We consulted extensively and our report recommended the establishment of a trust port and various measures for the new harbour authority to meet the needs of recreational users of the harbour in the context of conservation objectives.

 

Following extensive consultation with harbour users the City Council submitted a Harbour Revision Order (HRO) in December 2006 to the Secretary of State for Transport proposing the creation of a new statutory harbour authority, set up as a trust, to manage navigation on the Exe Estuary.

Mike Adams appeared as one of the expert witnesses on behalf of the City Council at the Public Inquiry into the Port of Exeter HRO that was held between Tuesday 9 September- Friday 19 September 2008. The City Council awaits the decision of the Secretary of State for Transport on its application for the creation of a new statutory harbour authority to manage the Exe Estuary.
