The London Borough of Richmond Upon Thames engaged Adams Hendry in 2007 to advise on proposals to redevelop an existing boatyard, slipway and dwelling with a mixed use development including 4 x B1 units, flats, space for river use, chandlery, boat dock and a replacement pontoon. Our report assessed the usability of the proposed workshop and docking provisions as compared to the existing arrangements. It identified a net loss of facilities that conflicted with the policies to protect riverside facilities in the London Plan and the Richmond Unitary Development Plan. In 2008 Richmond Council engaged Adams Hendry to be the expert witness on riverside facility matters at a hearing into non-determination of a similar |
planning application on the same site. The Inspector tested the proposal against Policy 4C.12 of the London Plan (February 2008) that seeks to protect waterway support facilities and infrastructure and sets out criteria to assess proposals for the redevelopment of existing facilities and sites for other uses. He found that there is no suggestion that any attempt had been made to market the site for river-related uses or that any alternative facilities would be provided. Thus, he found a clear conflict with the policies that seek to protect river-related uses. He dismissed the appeal.
